Description: The Program Supervisor will provide reflective supervision, guidance, and mentoring for Parent Educators within the Parents as Teachers (PAT) /Desarrollo Mutuo Program.
This position will be responsible for oversight of efficient program implementation, delivery of high-quality service, collaboration with all other community members, and participation in continuous quality improvement activities.
Essential Duties and Responsibilities: Ensure all components of the Parents as Teachers model are successfully implemented in accordance with Parents as Teachers National standards and First Things First requirements.
Monitor caseloads to ensure contract service units are met and that Parent Educators do not exceed model caseload requirements.
Maintain good standing and current affiliation with the Parents as Teachers National office.
Ensure program implementation meets fidelity to the Parents as Teachers standards in regards to enrollment; documentation; frequency of visits; screening and assessments; transition planning for families; staff training and certification; and staff education requirements.
Complete the Annual Performance Report (APR) and submit to the Parents as Teachers National office.
Monitor that required data is collected, reported and synthesized in order to reflect on program implementation and report data accurately.
Facilitate training and in-service related to best practices in early childhood programs.
Review and approve monthly billing invoices for accuracy within required timelines.
Maintain current personnel files for staff, documenting continuing education, performance monitoring, licensure and certification.
Participate actively on the Easterseals Blake Foundation Management Team and related work groups.
Attend the monthly Implementation Support Webinars offered by the Parents as Teachers National Center.
Conduct performance evaluations with staff annually and collaboratively document a Professional Development Plan.
Participate in the recruitment and interview process of new applicants for Parent Educator positions.
Provide orientation, training, and coaching to newly hired staff in all aspects of Parents as Teachers and First Things First’s standards and requirements.
Schedule and facilitate bimonthly staff meetings, develop agenda, and disseminate pertinent information to staff needed to fulfill job responsibilities.
Order equipment and resources for the program.
Attend at least one home visit, one screening session and Family-Child Group meeting with each staff supervised, quarterly.
Meet individually with each staff for direct reflective supervision at least twice per month.
Review at least two individual child and family files per staff quarterly to ensure compliance with recordkeeping requirements.
Attend and participate in local community early childhood meetings and committee work, including First Things First regional council meetings.
Participate in community opportunities to promote and explain PAT program goals and services to facilitate referrals and the importance of early intervention.
Serve as an advocate on behalf of young children and their families to improve the quality of programs and services, and enhance professional status and working conditions for PAT staff.
Assure that family satisfaction surveys are sent annually to families and partners, tabulate results, send to appropriate agency representatives, and review program practices to improve services.
Work with respective Director and Evaluation Consultant to implement PAT Self-Assessment and Evaluation processes.
Complete a minimum of 20 CEU’s annually through in-service training or continuing education.
Complete quarterly narrative and data reports as required by First Things First.
This position does carry a caseload of 8 families.
Comply with State, Federal and Other Relevant Regulation/Requirements: Report suspected neglect/abuse to the Department of Child Safety (DCS) and supervisor, complete required documentation.
Comply with privacy laws and requirements under HIPAA regulations.
Comply with contractual requirements under First Things First policies and adhere to the Standards of Practice.
Follow all safety procedures required by EBF.
Knowledge of: Infant and toddler typical and atypical development.
Family systems and group dynamics.
Principles of family-centered care, including cultural competency and awareness.
Parent coaching and relationship-based practices.
Community health and social services resources.

Arizona’s Mandatory Reporting requirements Ability to: Use independent judgment.
Communicate effectively, verbally, and in writing.

Work a flexible schedule including evenings/weekends.
Travel out of town/state for PAT required training.
Requirements: Education: Master’s degree in early childhood education, social work, health, psychology or a related field.
Successful completion of the National Center for Parents as Teachers Training (employer provides) Bilingual in Spanish preferred.
Experience: Minimum five years’ experience working with families and young children.
Regulatory: Clean criminal background check and the ability to obtain and maintain an AZ DPS Level 1 fingerprint clearance card.
Must have a valid, unrestricted Arizona Driver’s License, good driving record, and be at least 21 years of age as required by corporate fleet policy.
Reliable Vehicle Physical Requirements: Must be able to remain in a stationary position.
Must be able to operate a computer, phone and other office equipment.
Must be able to stoop, squat, reach, stretch, ascend and descend stairs.
May work in an office setting.
Psychological Requirements: Must be able to remain calm, non-defensive with a supportive attitude during stressful, potential crisis, and crisis situations.
Must be able to work in an extremely stressful environment where there are considerable mental and emotional demands.
Must be able to manage high volumes and unpredictability of work.
Must be able to remain flexible and reprioritize according to the changing demands of the day.
Must be able to manage stress in a fast-paced, unpredictable, intense setting.
Must be able to adapt to diverse cultural environments and communicate in a culturally inclusive manner.
Must be able to represent Easterseals Blake Foundation in a professional manner in all situations.
