org *First Review of Applications: 11/27/2023* *JOB DESCRIPTION* *Yuma Elementary School District One* *Assistant Director - Finance* Purpose Statement The job of Assistant Director - Finance is done for the purpose/s of assisting the Director of Finance in financial services with specific responsibility in managing the district's medicaid reimbursement program; providing assistance with grants management and other district budget maintenance; providing a variety of other financial services support and reporting; and serving as a resource to the finance department in achieving defined objectives and responsibilities to maintain excellent services and compliance with established guidelines and procedures; and serving as a member of the finance leadership team.
This job reports to the Director of Finance Essential Functions * Manages and is responsible for all elements of the district's medicaid program; oversees the documentation submitted by school personnel to ensure compliance and program requirements are met.
* Coordinates and conducts training events, seminars designed to assist district staff in performing Medicaid approved health and behavioral outreach activities; Conducts site visits for the purpose of monitoring program procedures, consulting with staff, and ensuring compliance with program guidelines.
* Assists in administering the District's financial functions for the purpose of ensuring conformity with the practices and procedures of the Governing Board and in accordance with generally accepted accounting principles, U.

and Arizona State Statutes.
* Assists in monitoring budget allocations, expenditures, fund balances, transactions, Accounts Payable processing and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are processed within a timely manner and within budget limits, and fiscal practices are followed.
* Manages functions related to grants management (e.
g.
reimbursements, completion reports, managing awards, fund draw downs, etc.
) in order to ensure compliance and financial responsibilities.
* Assists in reviewing and reconciling a variety of financial data (e.
g.
grant fund balances and expenses, capital asset inventory, accounts payroll and payroll vouchers, etc.
) for the purpose of maintaining accurate account balances and ensuring compliance with established accounting practices.
* Prepares a wide variety of materials (e.
g.
budget reports, adjusting journal entries and year end closing entries, invoices, etc.
) for the purpose of documenting activities and issues, meeting compliance requirements, and/or providing supporting materials for requested actions.
* Communicates with a variety of internal and external individuals (e.
g.
vendors, schools, other departments, state and federal program managers, administrators, etc.
) for the purpose of providing and/or acquiring accurate and up-to-date information concerning processes, policies, procedures and related legal requirements.
* Maintains a variety of manual and electronic fiscal information, files and records (e.
g.
accounts payable, accounts receivable, District's Chart of Accounts, tax credit contribution records student activities, contracts, etc.
) for the purpose of providing an up-to-date reference and audit trail.
* Assists in performing personnel functions (e.
g.
interviewing, evaluating, supervising, etc.
) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
* Prepares and maintains manual and electronic files and/or records (e.
g.
budgets, audit reporting, compliance training, etc.
) for the purpose of documenting activities and issues, meeting compliance requirements, providing audit references, making presentations and/or providing supporting materials for requested actions.
* Responds to a wide variety of inquiries of staff, district personnel, external auditors, Yuma County Treasurer's office, Arizona Department of Education, vendors, etc.
for the purpose of resolving problems, providing information and/or referring to appropriate personnel.
* Researches a wide variety of information (e.
g.
program requirements, compliance updates, trainings, etc.
) for the purpose of developing new programs/services, ensuring program compliance with established requirements, securing general information and/or responding to requests; Responsible to ensure that program updates, changes, and compliance factors are current and aligned with State and Federal regulations.
* Serves as a resource to others for the purpose of explaining procedures, conveying and/or receiving information as needed for the planning, developing and evaluating of financial services.
* Manages assigned program and/or departmental responsibilities (e.
g.
budgets, training programs, professional development, applications, compliance worksheets, assessments, etc.
) for the purpose of achieving organizational objectives and ensuring compliance with legal, financial and District requirements; Responsible to track program budget and reporting; oversees and manages site budget allocations, etc.
Other Functions * Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit Job Requirements: Minimum Qualifications Skills, Knowledge and Abilities SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions.
Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including using a variety of software applications; planning and managing projects; and preparing and maintaining accurate records.
KNOWLEDGE is required to utilize theoretical mathematical concepts; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and analyze situations to define issues and draw conclusions.
Specific knowledge based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, policies, and/or regulations; personnel processes; program planning and development; school budgeting, policies and audit procedures; concepts of grammar and punctuation; principles of public and fund accounting and budgeting.

Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods.

Experience Job related experience with increasing levels of responsibility is desired.
Education Bachelors degree in job-related area; 7 years of school finance experience will be considered in lieu of education.
